Couple of possibilities to this.
Put the audit trail onto a shared free access folder on the server & then email the heads of all departments that an updated audit trail is available. You will probably also need to make sure that there is some type of feedback from the dept. heads . You could do this by having a read receipt attached to your email & then you would know who had read it.
If you set the email up with a cc or bcc of all the dept heads you could then save in the drafts folder & therefore never have to retype again.
